10kg and 12kg is a heap of drag in a 4000 reel. The reality is you'll rarely, if ever, get close to using the max drag of both. I wouldn't let the max drag influence you're decision. I would choose the reel that best meets your spool capacity and reel weight wants and that best matches to your rod/s.
